Agenda items

  • On the agenda2.1 · Public Comment

The minutes record: 'Public Comment - NONE'. Nobody spoke on the teachers' contract.

  • Motion Carries (no yea/nay tally recorded)3.1 · Approval of the 2026-29 Agreement between BBCHS and BBEA

APPROVED. Moved by Jennifer Edmonds, seconded by Gretchen DeMarah-Pammer; 'Motion Carries'. Dr. Vosberg's summary of the negotiated changes, as recorded in the minutes: EVALUATIONS -- the full evaluation cycle moves from every other year to every three years, with staff still observed annually and evaluated as needed. STAFF DISCIPLINE -- language updated for clearer, more consistent disciplinary steps while preserving some administrative flexibility. PERSONAL DAYS -- use and approval process clarified; administration retains the right to approve or deny requests, e.g. for staffing shortages. HEALTH INSURANCE -- described in the minutes as the most significant change: the buy-up plan was eliminated. Premiums had increased 11% and 15% in consecutive years. A decision on spousal coverage is due by April 1, 2027. BCBS coverage is currently offered and a shift to Blue Choice is being considered; the minutes state the state's new 15% tax rate does not cover rising costs, making the current plan unsustainable. SUMMER WORK -- maximum workdays established by employee group, with supervisor approval required. HOUSEKEEPING -- outdated contract language cleaned up. CAUTION ON ONE LINE: the minutes contain the sentence 'The Board voted to approve the contract, with 95% voting yes.' A 95% figure is arithmetically impossible for a seven-member board and in context reads as the BBEA membership's ratification vote, not the board's. The board's own recorded action is 'Motion Carries' with no yea/nay tally. Do not report 95% as a board vote.

  • Motion Carries (no yea/nay tally recorded)3.2 · Classified Personnel and Administrative Increases for FY27

APPROVED. Moved by Sally Martell, seconded by Jennifer Edmonds; 'Motion Carries'. Per the minutes, the increases reflect the same percentage teachers receive, consistent with past practice, and apply to 12-month and summer employees, with a small amount of retroactive pay.
